MANHUNTING AGENCY

CIA director Leon Panetta got into hot water with Congress, after he revealed an agency program to hunt down and kill people. A recent report from the U.S. military's Joint Special Operations University argues that the CIA didn't go far enough. Instead, it suggests the American government should set up something like a "National Manhunting Agency" to go after jihadists, drug dealers, pirates and enemies of the state.

Lt. Col. George Crawford would like to see a permanent group with clear authority, training, doctrine and technology to go after these dangerous individuals. These "manhunting teams would be standing formations, trained to pursue their designated quarry relentlessly for as long as required to accomplish the mission," he writes. Sometimes, that will mean operating "in uncooperative countries." In those cases, the teams must be prepared "to act unilaterally, with no support or coordination with local authorities."

Building a Manhunting Force for the Future

This paper defines manhunting as the deliberate concentration of national power to find, influence, capture, or when necessary, kill an individual to disrupt a human network.

Manhunting capabilities could play a central role in the implementation of U.S. national security strategy in the 21st century. In order to do so, the U.S. must develop doctrine -- including an authoritative legal regimen -- organize, and assign responsibility to develop manhunting capabilities.

All of a nation's resources can be brought to bear against an individual or a network. The tools of national power include diplomatic, information, military, economic, financial, intelligence, and law enforcement (DIMEFIL) capabilities, all of which can be focused against an individual or human network. Employing these capabilities in sequence or in parallel against individuals and networks, with precise targeting and a means to verify intended effect, U.S. objectives might be achieved without resorting to violence. Nonkinetic or soft-power options can disintegrate a network that supports an adversary. For example, rather than to capture or kill, the primary thrust of a manhunting operation may be to influence the support network, widening an existing seam into a rift between the network and the high-value target (HVT). An important policy consideration is the realization that manhunting has implications and applications beyond the immediate need to combat terrorism. The ability to interdict individual human targets or to disintegrate human networks provides a key capability to combat threats posed by anti-state actors. Such a capability would also allow the United States to influence, apprehend, or neutralize key actors in an adversary state, reducing collateral damage to the general population. The United States attempted to achieve this goal against key state actors with success in Iraq, Afghanistan, Kosovo, and Bosnia. Potential applications for manhunting capabilities also include the following:

* Counterproliferation
* Counternarcotics
* Persons indicted for war crimes (PIFWCs)
* Countering organized criminal networks
* Countering nonstate actors or corporations with interests inimical to those of the U.S.
* Information operations (including the ability to neutralize networks of computer hackers or to target key infuence networks for psychological operations)
* Counterintelligence
* Deterring and apprehending pirates.

There is ample legal precedent to justify manhunting. Preemptive or preventive action, including lethal force, can be employed in order to prevent innocent loss of life. Law enforcement officers have historically employed lethal force to prevent deaths in hostage situations. Military forces have repeatedly been employed to interdict terrorist hostage situations. Legal policies to control acts of piracy on the high seas date back to ancient Rhodes. Congress has Constitutional power to issue letters of marque [privateering license] and reprisal in order to seize persons or property. Britain, France, and the United States issued these letters until the 1856 Declaration of Paris banned the practice.

The Fourth Amendment to the Constitution of the United States governs search and seizure, including use of deadly force by law enforcement. The Supreme Court determined the Fourth Amendment does not apply to agents of the U.S. Government operating overseas against nonresident aliens. The U.S. Supreme Court also established clear precedent regarding the use of deadly force within the United States.

After the 9/11 attacks, Congress gave the President the authority to "... use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001 or harbored such organizations or persons, in order to prevent any future actions of international terrorism against the United States by such nations, organizations, or persons."

Never previously had Congress authorized use of force against organizations or persons.

A trained interrogator, he was selected by the commander of United States Special Operations Command (USSOCOM) as an inspector for the Secretary of Defense Interrogation Special Focus Team. He transitioned from the U.S. Air Force in 2007, retiring as a lieutenant colonel.

Mr. Crawford has written many documents at both unclassified and classified levels, including intelligence reporting and recommendations that have been provided to the President, National Security Council, Congress, Intelligence Community, and Department of Defense leaders. He personally authored the intelligence plan for military operations in Kosovo and was the lead strategist for developing USSOCOM's advanced intelligence, surveillance, and reconnaissance (ISR) capabilities for counterterrorism operations. Mr. Crawford's unclassified papers have been published in American Intelligence Journal, Airpower Chronicle, and Spokesman. He is the author of Manhunting: Reversing the Polarity of Warfare.

Looking back at our discussion on the planter elite, your thoughts sound very similar to Tom Metzger's views on the subject, with which I disagree.

1. Our ante-bellum ancestors inherited slavery, they did not create it.

2. Whatever sins the planter elite committed in leading secession, they and their sons paid for those sins on the battlefield in blood and well out of proportion to their numbers.

3. All elites are self centered and greedy - the southern elite was no different

4. But it was this same self centered greedy elite that founded the country in the 1st place.

If the Planter Elite did not create slavery in the South who did? Who did they inherit slavery from? Who came before the Planter Elite in the South? If you are referring to slavery in general, i.e., slavery from the beginning of time, I do not think that is a good and valid excuse to shed so much blood so as to protect their cheap labor at the expense of the rest of the white Southern community. The so called Planter Elite is far too generous a term to label such individuals.

While there may be a few exceptions, I don't think the Planter Elite fought on the battle field; they sent proxies onto the battlefield in their stead.

There is a major difference with the Southern Planter Elite and other elites. They took the South to war and destroyed our culture, society and future. I doubt seriously my father would have been born illegitamately and ultimately killed in an auto accident because he got in a fight with my mother, got drunk and ran head on into an 18 wheeler were it not for the Civil War caused by the Planter Elite. He never had a decent job in his life; nor a decent education. I believe the connection is clear and unequivocal about the profound loss resulting from the particular timing and brand of Southern Elitism; I can hear them now talking up the war to those one mule farmers; 'Come on boys, we are fighting terrorism!' Shallow self serving propaganda with the ulterior motive of protecting their plantations.

I don't have a good reply to Southerners founding our country other than to say they lost their way.

Dear Mr. Metzger,

I'm writing to you with a personal problem. You see, I was raised in a majority white community, was accepted by whites, and viewed myself as white my whole life. Now that I'm older, I've taken a more analytical view of myself, and I'm not so sure. Recently I found out that my Dad's side has Cherokee in it. This has confounded me to no end because my siblings (we're all from the same parents) have fair skin, and my skin went from being fair as a child to tanning somewhat dark as an adult. Several times people have asked if I'm Italian or Spanish because of my skin tones, just to give you an idea.

I know that all whites don't have lily white skin and blonde hair. Recently I saw a man who looked a tad mixed race to me, but when he looked in my direction, I saw he had blue eyes. Also, one of my girlfriends tanned herself to the point where she looked almost mulatto, and her white parents said she almost looks black during the summer time. Still, I'm not 100% sure if I should call myself white or father children in the future.

Regardless, I know that people like you are right, and I'm prepared to offer what I can to the struggle. 14 words.

I was watching a video on podblanc of that NSM protest a week or two ago. The video showed the brown berets attacking a few NSM protesters and gaining the upper hand, but some of the users on the website posted pics of the nazis beating up some muds. Here's my favorite pic. Just look at that shocked white couple in the background, LOL!
